About
An independent company that shows its work
Chalkline makes certified payroll software for contractors. The WH-347 generator is free and needs no account; a paid account keeps your crew, your numbering and your records from week to week. We are not affiliated with, endorsed by, or approved by the U.S. Department of Labor or any state agency.
What we do, and what we do not
Contractors on prevailing wage projects file a certified payroll every week — federal Form WH-347, or a state variant — into whatever portal their agency mandates. We take your payroll, check it, produce the right form for the jurisdiction, and get it into that portal. We are a feeder, not a replacement for the agency's portal: you keep filing where you file now, with a form that is right the first time.
We do not give legal advice. Where a question turns on your contract or your agency's instructions — and the important ones do — we say so and tell you whom to ask.
Every claim names its source
Every rule the generator applies cites the regulation behind it, on the page, next to the finding. Every guide quotes the source it rests on. Where we could not find a source for something the industry repeats — the date the previous form stops being accepted is the standing example — we say that at the top of the page rather than repeating it. A rule without a cited source does not ship; that is written into how we build.
We also publish what we have chosen not to check yet, with the reason. Silence about a gap reads as a pass, and a compliance tool should not be silent.
Generation is free. Persistence is paid.
Anyone can produce a correct WH-347, as many times as they need, without an account or a card. We do not gate the download behind an email address, a counter, or a trial. What costs money is not having to start over: saved workers and projects, payroll numbering carried forward, last week copied into this week, validation history, and an archive of every form you have filed.
If you file once, you never need an account, and the free tool will still be here.
How your data is handled
- Anonymous entries are deleted after 30 days. A real deletion — no archive, no recovery. The page tells you the date before you type anything.
- Worker identifiers are the last four digits only. The form asks for no more, and neither do we. The one exception is California's eCPR format, which mandates a full number; that is off by default, opt-in per account, and every read of it is logged.
- Names, addresses and identifiers are encrypted at rest. The privacy policy lists every field, generated from the same code that enforces it.
- Uploaded CSVs are never stored. They are read in memory, and only the rows you apply to the form are kept.
- No third-party scripts. No analytics beacons, no ad pixels, no chat widgets. What we measure, we measure on our own servers, and it is counts, not people.
- Your data is yours. Every account can export everything it owns — payrolls, workers, documents at every version — in CSV, JSON and PDF, with one click and no support ticket.
