Terms Of Service

What Chalkline is

Chalkline helps contractors prepare certified payroll and file it into the portal their agency requires. We are a feeder into those systems. We are not the agency, we do not decide whether your payroll is accepted, and we cannot make a submission compliant that was not.

We are not affiliated with, endorsed by, or approved by the U.S. Department of Labor or any state agency. Form WH-347 is a federal form published by the Department of Labor; we fill in the official form rather than reproducing it.

This is not legal advice

Everything in this product — the guides, the validation findings, the remediation text, the wage determination lookups — is general information about how certified payroll works. It is not legal advice and it is not a substitute for your own counsel or for asking the contracting agency.

We cite the regulation behind each rule so that you can check it. Where we could not find a source for something the industry widely repeats, we say so on the page rather than repeating it as settled. Please read those notes; they are there because the answer genuinely is not established.

You are responsible for what you sign and file. A certified payroll carries a statement of compliance with criminal penalties attached. We deliberately do not sign it for you: the signature line and the attestation boxes on anything we generate are left blank for a person to complete.

The free generator

Anyone can produce a WH-347 with the free tool, as many times as they like, without an account, a card, or an email address. We do not put a counter on it and we do not ask for an address before letting you download.

What you type is deleted after 30 days. That is described in the privacy policy and it is not reversible, so download what you need.

Accounts, and the data in them

Your data is yours. You can export everything your account owns — payrolls, generated documents, worker records — at any time, in formats you can use elsewhere, without asking us and without a support ticket. We consider this a term of the agreement rather than a feature we might remove.

You are responsible for the accuracy of what you enter, for keeping your credentials safe, and for who you invite into your account.

Paid plans

Generation and download of a certified payroll form are free at every tier, including accounts that have lapsed or gone unpaid. A lapsed account keeps read access to everything it created and can still export all of it; what it loses is the time-saving layer — copy-forward, saved rosters, payroll numbering, validation history and portal filing.

We will not hold a filing you owe an agency this week over a billing problem. If your payment fails, you will hear from us, and you will still be able to produce the form.

Acceptable use

  • Do not use the service to submit information you know to be false.
  • Do not attempt to access another account's data.
  • Do not scrape, resell, or rebrand the service without a written agreement.
  • Do not upload malware or attempt to disrupt the service for others.

Availability

We do not offer a guaranteed uptime commitment. Filing deadlines are weekly and real, so every portal integration we build also produces a file you can download and upload by hand; if our automated submission breaks, you can still file.

Ending the agreement

You can stop using the service or close your account at any time. Export your data first; once an account is deleted we cannot restore it.

We may suspend an account that is being used to break these terms, or to attack the service or another customer.

Changes

If we change these terms materially, we will ask you to accept the new version before you continue using an account.
